What is warning level? It seems like I have 40% and I have no idea what is it and how did i get it.

Oh yeah I forgot to ask...Any ideas how to get it down (seems like it isnt 40% anymore, now its just 20.) and idd like to also sorta remove those 20 if there is any way of doing it..
